You're out to do a couple of errands, and find yourself stuck in traffic for 40 minutes. On the radio, you hear the proposed high-speed rail service is coming under greater scrutiny six years after voters approved a bond measure, and the cost has ballooned to $68 billion!  What the hell is going on here?
