"Mudslide Area Was Said to Be at Risk" and "We knew this was coming" have been the mantras since the devastating landslide in Washington.

Is it true?

Here is the technical report that news media are mostly referring to when they report, "We knew".  If the landslide was a catastrophe in the making, this report does not say that.

If a catastrophe was looming, the necessary conditions need to be spelled out objectively at the front of the document.

Logging activity?

Rain?

The erosion of the base of the land formation, as the Stillaguamish River returns to its natural path?

Seismic activity?

And if not a probability estimate, at least some narrative on the nature of risk, tipping points, etc.
